Here is what is causing this warning :

Your company may be located in the plan's service zone, but some of the census members may live outside of the eligibility zone.

If you think that this error message is in error, you can edit the subscriber's county location to reflect the correct county by following these steps:

  1. On Step 2, click on "Edit Census"
  2. Click on the subscriber in question
  3. This will open a new window - add/edit the county in the "contact information" section
